We all know that technological developments have a vital impact on the overall process of development. Since knowledge is the most important production factor in building up society, improvement of the labor force quality and establishment of developed information and communication infrastructures gain greater importance. In order to enhance global competitiveness in Pakistan, through a quality and productive workforce, dynamic and integrated technical education and vocational training should be encouraged. As an effective and indispensable tool towards skill development, vocational centers offer a wide range of extra-courses along with capacity building of those free from regular studies or unable to continue education. Sizable majority of the country’s population is wasting their skill and talents by sitting indoors idle after completing their studies from prestigious institutions. Such training centers can provide them with technical education to so that they can play their part in the process of national development. Pakistan must break out of the “low level skills trap” to survive in the globalized world. The real challenge is to change the mind-set of people and develop institutions which recognize the value of investing in human capital and provide dignity, respect without gender discrimination. Incentives must be provided to stop the process of migration of manpower in form of brain drains. Govt. should take initiatives in promoting investment in education and training and expand the coverage of elementary education. Technical assistance and co-operation mechanisms at international level can also play a positive role in overcoming the shortcomings of vocational programs. The implementation of these steps can provide a base for the initiation of new reform in Pakistan which is essential for the development of our country.
